What is the title of a teen romance, futuristic book with an orange and white cover?

At the risk of sounding insane, from what i remember about the plot it was about a teenage boy who was the son of a city official in a dystopia where somehow citizens' actions/thoughts were controlled/monitored via radio or some type of sound waves. And the son becomes interested in a girl and has to choose between following in his fathers footsteps and "saving" this girl from the mind-control-thingy. I thought the title was "condor" or something along those lines but i cant seem to find it...
